Reasons for Site Inspection:
HWC received an application in October 2016 for alterations and additions (demolishing the roof and raising the roof for a double storey structure with additions) for 28 Oak Avenue. The Newlands Residents Association objected to the proposal and stated it was detrimental to the streetscape and significance of the village. However the City of Cape Town HRS/ERM noted in their comment that the proposal was not detrimental tot he streetscape. With such conflicting views, the HWC case office undertook a site visit to analyse the streetscape and whether a pitched double storey would fit in the surrounds.
Findings of Site Inspection:
The HWC Official noted the following:
1. Work has commenced on site (the stripping of plaster and various internal and external work).
2. Pitched double storeys are not unique in the area and their are numerous of double storey structures mostly located on the opposite side of the street.
3. The form and bulk of the various buildings on the even numbered side of the road is not congruent and only share a pitched roof structure.
4. Though the height will not have a negative impact on the streetscape , the bulk will change the character of the corner of Oak and Kent Road interface.
Recommended Action:
Heritage Officer to discuss the findings of the Site Inspection to HOMS.
