Reasons for Site Inspection:
HWC received a report from a member of the public regarding alterations and additions done to a structure older than 60 years without an HWC permit. HWC Officials investigated the City approval process and the owner was informed by City of Cape Town was that the building was not older than 60 years old and work could commence without a permit from HWC. However the building is older than 60 years and graded IIIC according to the City of Cape Town's heritage survey. The City Official informed the HWC Officials that work was only impacting on fabric not older than 60 years, therefore it was decided not to direct the owner to HWC. However according to the plans submitted to the City, the historic fabric was being impacted on by the proposed work. It was agreed that a site inspection will be conducted and a stopworks would be issued.
Findings of Site Inspection:
Upon arrival, the HWC Officials noted that historic fabric was being impacted by the proposed work and the new addition was being connected to the main structure. Therefore it was confirmed that the alterations and additions were impacting on a structure older than 60 years.
A Stopworks Order was issued to the foreman as the owner and the contractor was not present on site.
Recommended Action:
1. HWC Official will contact the owner to submit a full Section 34 application to HWC.
2. As the work was not the fault of the owner, it is suggested that a Section 51 Letter and warning should not be issued to the applicant and processed normally.
