Reasons for Site Inspection:
A member of the public reported to HWC that the a section of the historic boundary wall was partial demolished (without permission from HWC) on the North-Eastern side of the Dutch Reformed Church (DRC) grounds in Franschhoek. The site, including the wall, is a Provincial Heritage Site and therefore all work done on the erf falls under Section 27(18) of the NHRA no. 25 (1999). HWC Officials were sent to investigate the damage done to the boundary wall.
Findings of Site Inspection:
HWC Officials noted that a small section of the wall was demolished to make way for an entrance to a playground on the neighbouring property. All works were already ceased by the time the HWC Officials arrived on site and therefore a Stopworks Order was not issued. It was agreed by both Officials on site that the illegal work is of minor nature and is not detrimental to the cultural heritage significance of the Church property.
HWC Official, Andrew September, contacted the DRC Franschhoek Office and informed the office of the illegal work.
The DRC Office inform the officer that they will submit a Section 27 permit application for the illegal works and associated incomplete works associated with the opening.
Recommended Action:
HWC Officer to follow up on the status of the S27 Application which will be submitted by the DRC Offic.
