Reasons for Site Inspection:
Members of the public were concerned that the front additions done on Erf 1461, 30 Blackheath Road, Sea Point were done illegally and did not take the heritage significance of the streetscape and building into account. Therefore, an HWC official was sent to investigate and conduct a site inspection.
Findings of Site Inspection:
1. The HWC Official noted that there was an approved permit and plan for the various alterations and additions for Erf 1461, 30 Blackheath Road, Sea Point issued on the 3rd September 2014.
2. All works are done according to the approved plan with exception to the elevated front addition which, instead of plaster, was replaced with tile sheeting for the outer walls and two aluminium framed window instead of one timber framed window. The pitch of the roof has changed from a double pitch to a single pitch. However, the form and bulk of the addition is the same as that was indicated on the approved plan.
3. However, the Official noted that the HWC grading of the building was not conservation worthy at the time of the permit being issued and that the building had little remaining heritage significance and context.
4. The HWC Official was informed by the foreman that there was a rider plan being submitted to the City of Cape Town for the revised works.
5. HWC Official contacted the owner and stated that a rider plan will be submitted to HWC as soon as possible.
Recommended Action:
A rider plan will be submitted to HWC containing revisions from the approved plan.
